What matters less than the warranty is the fact that the city signed off on the construction plans, releasing the designers from liability should the design of the plant not function properly. And Winlock's plant was designed at a time when membrane bioreactors were still an unusual strategy and other plants, such as those in Tenino and LaCentre, were built with the benefit of hindsight. Winlock got the short end of the stick and there are no savory solutions to this problem.
